Applicant has strong ties to a number of Afghani family members, several of 
whom are high-ranking members of the Afghani government. She also has a significant 
financial interest in Afghanistan. Security concerns raised under the Foreign Influence 
guideline were not mitigated. Eligibility for access to classified information is denied. 
 
Statement of the Case 
 
On August 2, 2012, the Defense Office of Hearings and Appeals (DOHA) issued 
a Statement of Reasons (SOR) to Applicant, detailing security concerns under 
Guideline B (Foreign Influence).1 The action was taken under Executive Order (EO) 
10865, Safeguarding Classified Information within Industry (February 20, 1960), as 
amended; Department of Defense Directive 5220.6, Defense Industrial Personnel 
Security Clearance Review Program (January 2, 1992), as amended (Directive); and the 
adjudicative guidelines effective in the Department of Defense on September 1, 2006.
